Emergency Solutions Grant (ESG) Program

The Missouri Housing Development Commission (MHDC) is responsible for administering the Missouri State Allocation of the Department of Housing and Urban Development (HUD) Emergency Solutions Grant (ESG) Program funds. These funds are provided through a federal grant from the HUD under the ESG program, as amended by the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), the Missouri Department of Social Services under the Temporary Assistance for Needy Families (TANF) Program, and from other funding sources as they become available. A NOFA and Allocation Plan are issued for funding annually.

The Commission approves the ESG NOFA annually. Please visit the MHDC NOFA page to review ESG NOFA, Allocation Plans, Received and Approved Lists.

In September 2022, the state of Missouri was awarded an additional allocation of ESG-CV funds. These funds were made available through the 2023 ESG Program Funding Approvals.
