The Section 811 Project-Based Rental Assistance (PRA) Program provides project-based rental assistance for extremely-low income persons with disabilities who are between the ages of 18 and 61. Missouri’s Section 811 PRA Program provides project-based rental assistance vouchers to properties within MHDC’s portfolio. MHDC was awarded a grant through HUD’s Section 811 Supportive Housing for Persons with Disabilities Program to administer the Section 811 PRA program in the state of Missouri for five years. MHDC is partnering with the Missouri Department of Mental Health (DMH) and the Missouri Department of Social Services (DSS) to administer Missouri’s Section 811 PRA program. Missouri’s Section 811 PRA Program will further expand the number of supportive housing units available to low-income persons with disabilities who are experiencing homelessness or institutionalized.
Missouri’s Section 811 PRA Program funds will be used to provide project-based rental assistance to eligible persons who are referred by the Missouri Department of Social Services and the Missouri Department of Mental Health. These persons are screened and determined eligible based on program criteria and referred to individual properties. MHDC does not directly accept program participants, and is unable to accept any participants outside of direct referrals through the Coordinated Entry system.
