Asset Management

The Asset Management Department is responsible for the compliance on all of MHDC’s affordable housing properties.  The primary objective of MHDC’s Asset Management Department is to preserve and protect the Commission’s affordable housing portfolio.  Asset Management achieves these objectives by conducting physical inspections, analyzing property financial performance, following up on resident concerns, and monitoring required regulatory compliance.

In addition, Asset Management oversees the HUD Performance Based Contract Administration (PBCA) Program.

    Disaster Response for Existing Missouri LIHTC Developments Temporary Housing Displaced Individual

The IRS provides specific relief for Low-Income Housing Tax Credit (LIHTC) properties and their residents once the President issues a Federal Major Disaster Declaration that provides for “Individual Assistance” from FEMA in the affected areas. FEMA announced that the President approved two requests from the state of Missouri for declarations in response to the severe storms, tornadoes, and flooding that impacted portions of Missouri on March 14-15 and May 16, 2025.

When a Federal Major Disaster Declaration is issued, the IRS, under Revenue Procedures 2014-049 and 2014-50, suspends certain §142(d) and §103 rules to allow LIHTC sites to shelter impacted individuals. This action lifts the income restrictions and non-transient requirements, allowing LIHTC property owners to temporarily use vacant units to house residents displaced by the disaster.

To apply for temporary housing for displaced individuals, complete and submit the Owner's Request for Approval to Provide Temporary Housing for Displaced Individuals Form (Exhibit DI-1) to asset.mgmt@mhdc.com.
