System Performance Measures

This dashboard presents five out of seven HUD System Performance Measures (SPM) designed to help communities (CoCs) gauge their progress in preventing and ending homelessness over the 2016-2020 time period. HUD’s data comes from the Homeless Management Information System (HMIS) maintained by individual CoCs. The dashboard’s subset of SPM provides an indication of how Missouri CoCs are doing in reducing the number of new homelessness cases and how well the system of care is helping those experiencing homelessness find housing stability in a timely fashion.

• Measure #1 (bed nights) tracks progress of CoCs in reducing the overall length of stay in the system for emergency shelters (ES) and Safe Haven housing (SH), as well as the combination of transitional housing with ES and SH.
• Measure #2 (Returns to Homelessness) tracks overall returns to homelessness by exit from specific types of housing in the HMIS maintained by each CoC. Percentages for each housing exit type by year were derived by calculating the averages of each interval measuring the length of time in a housing situation before the return to homelessness (<6 months, 6-12 months, 1-2 years).
• Measure #4 (Increased Income) shows the rate of income increase for adult system stayers (4a) and leavers (4b) for earned, non-employment, and total income during the reporting period.
• Measure #5 follows the annual count of individuals experiencing homelessness entering the Continuum of Care system for the first time.
• Measure #7 tracks successful exits to stable housing destinations from various systemic housing situations. Two metrics track the annual exit rate to permanent housing destinations from (7a.1) Street Outreach and (7b.1) emergency shelters, Safe Haven, transitional housing (TH) and rapid rehousing (PH-RRH). (7b.2) measures the retention rate of persons in permanent housing and successful exits from permanent housing to other permanent housing destinations.
