Public Comment Period Open for Draft FY2026 Annual Action Plan

The draft FY26 Action Plan will be open for public comment from January 27, 2026, until February 27, 2026. (Posted 1/27/26)

The State of Missouri’s draft Fiscal Year 2026 Action Plan is now available for public comment. The plan is available for review. Public comment is welcomed and encouraged.

Each year, the state is required to develop an action plan that outlines how each program that is funded by the Department of Housing and Urban Development (HUD) and administered by the state will operate over the next year. The Missouri Department of Economic Development is the lead agency responsible for developing this action plan.

The state currently has five HUD-funded programs across three departments and agencies that are subject to this action planning process:

  1. Community Development Block Grant (CDBG), administered by the Missouri Department of Economic Development
  2. HOME Investment Partnerships (HOME), administered by the Missouri Housing Development Commission
  3. National Housing Trust Fund (HTF), administered by the Missouri Housing Development Commission
  4. Housing Emergency Solutions Program (HESP) (Federally known as the Emergency Solutions Grant Program), administered by the Missouri Housing Development Commission
  5. Housing of Persons with AIDS (HOPWA), administered by the Missouri Department of Health and Senior Services

An action plan primarily addresses the following topics for each program:

  • The amount of resources available in each program for the year
  • The goals and objectives of each program
  • The types of projects and activities that may be funded
  • The types of applicants that may receive funding
  • The manner of being awarded funding
  • Other program-specific requirements

The draft FY26 Action Plan will be open for public comment from January 27, 2026, until February 27, 2026
